University of Toronto New Residence (UTSC)

New 10 story, 27,000 square meters propose- built student residence replacing a portion of existing surface parking lot, developed and operated by UTSC. offering a mix of single and double occupancy bedrooms with semi-private washrooms, and two rental suites for visiting scholars. The building includes a mix of uses, including a retail component fronting, as well as mixed-use spaces for workshop style learning, retail spaces, wellness studio, lounges, student housing and residence life offices and hoteling offices.

A.W. Hooker provided Payment Certifier Services on this project which included;

  • Elemental Cost Estimate (detailed estimate at the Working Drawing stage milestone)
  • Value Management (identify unnecessary expenditures)
  • Worked with the University Project Manager, Design-Build General Contractor, and other stakeholders to provide Contract Monitoring and Payment Certification services.
  • Conducted a field review to assess the level of completion, contingent on current regulations related to COVID 19.
  • Resolved on any discrepancies in the Contractor’s monthly application for payment.
  • Provided a monthly report to the University’s Project Manager, concurrent with each Certificate of Payment.
  • Reviewed the Contractors application for Substantial Performance of the work and certify the request if acceptable.
  • Changed Order reviews
  • Reviewed off-site storage reviews within the GTA.
  • Provided monthly report inclusive of a site review, a covering letter and a Certificate of Payment including providing a monthly photographic record of the site progress and photographs and a brief overview of the site progress.
  • Liaised with the DB contractor to verify the claimed amount to maintain the project schedule.
  • Issued the Certificate of Substantial Completion once substantial completion is achieved.
  • Posted Substantial Completion, certifying release of holdback and or finishing holdback (whichever applicable).
